Purpose of Consultancy: The purpose of this consultancy is to provide strategic and technical support to scale the Individual Giving Programme (IGP) in the Latin America and Caribbean region through:

●      the continued implementation of the Market Expansion Pilot in Mexico and Brazil to stabilize ROI and ensure growth;

●      the management and optimization of LACRO’s investment in the Global IGP model; and

●      the development of innovative financing mechanisms to support long-term regional IGP growth.

The IGP is a critical component of UNFPA’s resource mobilization strategy, necessitating sustained investment to ensure its growth and success. Effective management of these resources is essential to maximize the return on investment and advance the UNFPA mandate within the region.

This consultancy will therefore focus on growing IGP in the region aligned with UNFPA’s goals.

Background and scope of work

(Description of services, activities, or outputs)

 

UNFPA has established a highly successful Global Individual Giving Programme (IGP), demonstrating strong performance across various regions. In October 2024, a market expansion strategy was launched to test the IGP’s potential in several high-opportunity countries, including Mexico and Brazil. These markets have been identified as key to scaling the program’s impact in the Latin America and Caribbean (LAC) region.

The consultant will contribute directly to maximizing return on investment, strengthening donor acquisition funnels, improving regional coordination, and ensuring that IGP funded initiatives deliver sustained and measurable revenue aligned with UNFPA’s mandate.

The consultant will be responsible for the following tasks:

1. Market Expansion: Mexico and Brazil

●      Support digital donor acquisition campaigns, including media buying, localization of content, audience segmentation, creative optimization and performance tracking.

●      Coordinate approvals, timelines, and data exchanges with Country Offices and the Global IGP Team.

●      Produce monthly performance analysis on CPA, ROI, donor quality, attrition, and net revenue.

2. Regional Investment Management

●      Support Global IGP team in implementing LACRO investment in IGP to generate revenue for the LAC region.

●      Monitor the performance of LACRO’s investment in the Global IGP model and generate monthly ROI and revenue reports and suggest corrective actions to improve performances based on data.

●      Ensure alignment with global KPIs and reporting frameworks (ROI, CPA, donor quality, retention).

●      Provide inputs for quarterly income allocations to LACRO in coordination with HQ finance and the Global IGP Team.

●      Support scenario planning for reinvestment decisions based on results.

3. Revolving Fund and Impact Investment Mechanisms for IGP Growth

●      Develop short- and long-term projections to ensure IGP growth and sustainability for the period 2026-2029 for the LAC region aligned with the Global IGP Strategy: based on the projected paid media investment for next year/s, develop high-level projections for new monthly donors, one-off donations, and expected revenue.

●      Approach external investors, match-funding opportunities, and catalytic financing models (revolving funds, guarantees, rolling funds, impact investors etc.).

●      Support the creation of a business case to operationalize Revolving Fund and Impact Investment Mechanisms for IGP Growth including feasibility, risk, legal compliance, and operational pathways within UNFPA regulations.

4. Regional IGP Coordination and Knowledge Management

●      Serve as the operational liaison between LACRO, Global IGP, and COs in Mexico and Brazil.

●      Document lessons learned, best practices, and recommendations for expanding IGP to new LAC markets post-2026.

Duration and working schedule: Consultancy Start Date: 1 February 2026.

Final Comprehensive Report Submission: 23 December 2026

Place where services are to be delivered:

 

The consultant works preferably at UNFPA LACRO Office in Panama or remotely and must have his/her operational capabilities (office, information technology, and communications).

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

 

Deliverables/Products:

●      Monthly Media Buying and target plan and monthly Digital Fundraising Performance Reports both for Market expansion and LACRO IGP Investment

o   ROI, CPA, donor volume, donor quality, retention, country-level performance, and investment allocation progress.

●      Content Development and adaptation according to the IGP campaign calendar

o   Gather material, translate and generate related ads and campaigns working with the agencies.

●      Short- and Long-term projections for LAC and monthly monitoring and recommendation and implementation of corrective actions to improve performance

o   Strategic assessment informing investment decisions and scaling roadmap.

●      Revolving Fund and Impact Investment Mechanisms for IGP Growth

o   One fully designed financing modality for external investment.

A monthly report on these activities is required to proceed with the monthly payment.

●      Final Delivery Date:

23 December 2026: Final revisions and consolidation of all deliverables into a comprehensive final report for submission.

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline. Monitoring and progress carried out and documented by e-mail.  Coordination and follow-up done through virtual meetings.
Supervisory arrangements: Under the overall supervision of the Resource Mobilization and Partnerships Adviser, and the directions of the IGP team with whom the consultant will have a close coordination.
Expected travel: N/A

 

Required expertise, qualifications and competencies, including language requirements: ●      Bachelor with at least 5 years of experience in individual giving programme development with a focus on digital fundraising. English and Spanish are required, Portuguese a strong asset.  Experience working with international organizations is desirable

●      Demonstrated experience in managing large digital fundraising campaigns. (No comms or branding campaign, it must be digital paid media to generate revenue and/or sales)

●      Demonstrated experience in managing individual giving in multiple markets and large organization

●      Demonstrated experience in growing digital fundraising with strong ROI

●      Excellent writing and editing skills

●      Ability to work independently and as part of the team

●      Ability to work quickly and meet tight deadlines

●      Knowledge of the Individual Giving context in Latin America and the Caribbean, especially in Mexico and Brazil.
